Drag to move, use the bottom-right handle to resize and the top handle to rotate (Shift snaps to 15°). On phones, pinch with two fingers to resize and rotate. Delete removes a layer; arrow keys nudge by 1px (Shift: 10px).
Choosing one replaces what you have now (Undo brings it back).
